The iPhone 4s, which is nearly always located in my shirt pocket, produces (albeit for now as jpeg only) images in bright sunlight and shade nearly just as well as my first ever digital camera, purchased nearly 11 years ago in 2001 to cover the war in Afghanistan — a Nikon 1Dx. At the time it cost well over $6000 USD.

the best camera is the one you have with you.
The best camera is the one that’s the right-tool-for-the-job. Sometimes it’s a MFD, a M4/3 or even an iPhone (not just because you have it with you, but because it’s the right tool).

I agree, technology changed rapidly over the past 10 years, and it will change even faster in the future.
the technology became extremely affordable. we sold a house to do a start-up in the photography business, which bought us 2 cameras, 3 lenses and a trip to Europe. These days you get a decent camera as a birthday gift.
Yes, he should choose Canon then.

it is a Canon 1D-X , of course.
There have been a couple image projects that did not involve a camera, nor involve going anywhere. Perhaps Google Street View will completely replace cameras in the future. ;)
